I used a reduced XP computer. When troubleshooting, I remove everything from msconfig with internationals, disabling all dynamic link and rebooting.
The MvCpl.dll command line was present in the checked msconfig. The one on the original was there at the same time, uncheck it. I own our CD with NvCpl. Searched for *I and got NvCpl report:
